Patent Law Professionals ("PLP") was founded and is led by William (Bill) E. Winters. Mr. Winters is an experienced patent attorney and has been practicing patent and technology law for over fifteen years. He received his Juris Doctor (J.D.) degree from the University of San Francisco and holds a Bachelor of Science in Electrical Engineering (B.S.E.E.) degree from the University of Utah and a Master of Science (M.S.) degree in Materials Science and Engineering from the University of California at Los Angeles (UCLA), where he was awarded a University Fellowship for high academic achievement.

Prior to attending law school, Mr. Winters worked as an electrical engineer at National Semiconductor Corp., and while attending graduate school conducted off-campus research at TRW One Space Park in Redondo Beach, Calif. in the area of compound semiconductor transistor technologies. Following graduate school and prior to enrolling in law school, Mr. Winters worked as an electrical engineer at Vitesse Semiconductor Corp. in Camarillo, California.

Early in his legal career, Mr. Winters worked at several prestigious, international law firms, where he gained valuable experience and developed his expertise in preparing and prosecuting patents, negotiating patent licenses and other technology agreements, and providing technical and legal guidance in patent infringement disputes.

Mr. Winters is a member of the State Bar of California and is registered to practice before the United States Patent & Trademark Office. He is also a member of the American Bar Association, American Intellectual Property Law Association, Licensing Executives Society, and Institute of Electrical and Electronics Engineers.
