Patent Law Professionals ("PLP") was founded and is led by William (Bill) E. Winters. Mr. Winters is an experienced patent attorney and has been practicing patent and technology law for over fifteen years. He received his Juris Doctor (J.D.) degree from the University of San Francisco and holds a Bachelor of Science in Electrical Engineering (B.S.E.E.) degree from the University of Utah and a Master of Science (M.S.) degree in Materials Science and Engineering from the University of California at Los Angeles (UCLA), where he was awarded a University Fellowship.

Prior to enrolling in law school, Mr. Winters worked as an electrical engineer at National Semiconductor Corp. (now part of Texas Instruments) and Vitesse Semiconductor (subsequently acquired by Microsemi Corp.).  While in graduate school, he also worked at TRW One Space Park in Redondo Beach, Calif., where he performed research in the area of compound semiconductor transistor technologies. 

After graduating from law school and passing the California State Bar and U.S. Patent & Trademark Office Patent Bar exams, Mr. Winters worked at various international intellectual property (IP) law firms, where he prepared and prosecuted applications for patents, engaged in patent litigation matters, performed IP due diligence, and negotiated and drafted patent licenses and other technology-related agreements.

Mr. Winters is a member of the State Bar of California and is registered to practice before the United States Patent & Trademark Office. He is also a member of the American Bar Association, American Intellectual Property Law Association, Licensing Executives Society, and Institute of Electrical and Electronics Engineers.
